Cumberland County Veterans Services
County veterans service officers are accredited to help prepare and submit VA claims, and they charge nothing. The county lists help with disability compensation, pension, education and training, vocational rehabilitation, home loans, burial benefits, dependents' benefits, life insurance and health care enrollment. The same department supports the county's Veterans Treatment Court.
A county service officer is also the person who certifies North Carolina's NCDVA-9 form for the disabled veteran property tax exclusion described below. Call ahead to ask about appointments and what to bring; a DD-214 and any VA decision letters are the usual starting documents.

How to Enroll
- Complete VA Form 10-10EZ online at VA.gov, by phone, or on paper.
- If you file on paper, bring the completed form to a patient registration office at the medical center or a clinic.
- Have your DD-214 (or other discharge papers), Social Security numbers for you and dependents, and insurance cards ready.
VA care costs depend on your priority group. Many veterans with service-connected ratings pay no copays for that care, while others may owe copays based on income. Confirm your own cost share when you enroll.
Getting There
The VA lists the Veterans Transportation Service, DAV vans, FAST city buses and paratransit as ways to reach the medical center. Eligible veterans may qualify for beneficiary travel reimbursement; ask the travel office after your appointment. For other hospitals in the area, see our Fayetteville hospitals guide.
The Fayetteville Vet Center
Vet Centers are separate from VA hospitals. The Fayetteville Vet Center offers individual, group, couples and family counseling, including bereavement counseling for Gold Star families and counseling for military sexual trauma. Sessions are free and confidential, in person or by phone or video.
Eligibility does not require VA health care enrollment, a disability rating or a particular discharge status. Combat and hostile-area veterans, service members including Guard and Reserve, anyone who experienced military sexual trauma, and some family members qualify. Hours are 8 a.m. to 4:30 p.m. weekdays; the national Vet Center call center at (877) 927-8387 answers around the clock.
North Carolina Benefits Veterans Ask About
Do veterans pay property tax in North Carolina?
Most do. The main exception is the disabled veteran homestead exclusion, which removes the first $45,000 of assessed value from your permanent residence. According to the NC Department of Military and Veterans Affairs, you qualify if you were honorably discharged and have a 100% permanent and total service-connected disability, or receive specially adapted housing benefits. Unmarried surviving spouses of qualifying veterans can also apply.
To apply:
- Fill out sections 1 and 2 of Form NCDVA-9.
- Take it to a veterans service office, such as Cumberland County Veterans Services, for certification.
- Submit the certified NCDVA-9 with Form AV-9 to Cumberland County Tax Administration by June 1.
See our Cumberland County property tax guide for rates and billing.
Is military retirement pay taxed in North Carolina?
North Carolina lets qualifying retirees deduct military retirement pay from state taxable income. The NC Department of Revenue says the deduction covers retirement pay for at least 20 years of service, or for members medically retired under 10 U.S.C. Chapter 61 regardless of length of service. Survivor Benefit Plan payments to beneficiaries also qualify. Retirement pay from civilian federal employment does not.
What does a 100% VA rating mean locally?
Beyond federal compensation, a 100% permanent and total rating is the trigger for the property tax exclusion above. It is also an eligibility point for some dependents' education benefits. A county service officer can review your rating letter and tell you which state programs apply.
