Fayetteville NC Newcomer Checklist: Utilities, DMV, Taxes
After moving to Fayetteville, set up water, sewer and most electric service with the Public Works Commission before move-in, then enroll children with Cumberland County Schools. Get a North Carolina driver's license within 60 days, register to vote at least 25 days before an election, and list any unregistered vehicles or other personal property with Cumberland County by January 31 to avoid a 10% penalty.
Most of what a newcomer to Fayetteville has to do runs through four offices: the Public Works Commission (PWC) for water, sewer and most electric service; NCDMV for your license and plates; the Cumberland County Board of Elections for voter registration; and Cumberland County Tax Administration for the January property listing. The two deadlines people miss most are the 60-day window to get a North Carolina driver's license and the January 31 county property listing deadline.
Below is the order we suggest, with the official contact for each step. Military families should also read our PCS to Fort Bragg guide, because several rules differ for service members.
Before Move-In Day
1. Set up utilities
| Service | Who provides it | How to start |
|---|---|---|
| Water and sewer | PWC for most Fayetteville addresses; some outlying areas use county systems or wells | faypwc.com |
| Electric | PWC inside most of the city; Duke Energy Progress or an electric co-op such as South River EMC in parts of the county | Check your address with the landlord or seller |
| Natural gas | Piedmont Natural Gas where lines exist | Call the provider for your address |
| Trash and recycling (city) | City of Fayetteville Solid Waste | (910) 433-1FAY (1329) or the city website |
| Internet | Several cable, fiber and fixed-wireless companies | Compare by address; availability varies street to street |
Start PWC service a few days before you move. If you are renting, ask the landlord which utilities are in your name and which stay in theirs. Our PWC utilities guide covers starting, transferring and stopping service.
2. Confirm schools
Cumberland County Schools assigns students by home address. Gather proof of residence (a lease or closing statement plus a utility bill), birth certificate, immunization records and the last report card before you register. Our school enrollment guide walks through each step. Ask the district about magnet and early college options before the application windows close.
3. Forward your mail
File a change of address with the Postal Service at least two weeks before the move, and update your bank, insurance and employer.
First Two Weeks
4. Learn your trash day
Inside city limits, the City of Fayetteville collects trash, recycling and yard waste with roll-out carts. Look up your day by entering your address on the city's Solid Waste page; new residents can call (910) 433-1FAY (1329) with cart questions. Households outside city limits handle trash through private haulers or Cumberland County's container sites.
5. Find a doctor and an urgent care
Fayetteville's main hospital system is Cape Fear Valley Health; see our hospitals guide. Choose an urgent care clinic near home before you need one. Veterans should enroll with the VA locally; our VA benefits guide has the steps.
6. Know your area code and ZIP
Fayetteville uses the 910 area code with the 472 overlay, so you dial all ten digits for local calls. Our ZIP code guide shows which ZIPs fall inside city limits, which matters for city services and taxes.
Within 60 Days
7. Get a North Carolina driver's license
New residents have 60 days after establishing residency to get an NC license. Driver license offices and license plate agencies are separate in North Carolina. Driver license offices handle licenses and IDs; plate agencies handle titles and registration. Our Fayetteville DMV guide lists every local office with hours, the documents to bring for a REAL ID, and when your vehicle registration has to move.
Active-duty service members who keep a home-state residence can generally keep their home-state license and registration. Their spouses may also qualify for exemptions; check the DMV guide before you visit.
8. Register your vehicle and understand vehicle tax
When you register a vehicle in North Carolina, NCDMV sends one combined notice for the registration fee and the county property tax on the vehicle, and you pay both together. Unregistered vehicles still have to be listed with the county each January.
9. Register to vote
The Cumberland County Board of Elections is at 227 Fountainhead Lane, Fayetteville 28301, (910) 678-7733, open weekdays 8 a.m. to 5 p.m. You can register through NCDMV when you get your license, by mail, or in person. Registration forms must be postmarked or delivered at least 25 days before an election to count for it. The City of Fayetteville does not handle voter registration.
By January 31
10. List your personal property with the county
Cumberland County's listing period runs January 1–31 each year. If you owned taxable personal property in the county on January 1, such as an unregistered vehicle, boat, camper, mobile home or business equipment, you must list it. Late listings carry a 10% penalty under state law. You can ask for an extension to April 15 if you request it in writing or online by January 31. Forms are mailed to Cumberland County Tax Administration, P.O. Box 449, Fayetteville, NC 28302; the office's phone is (910) 678-7507.
Homeowners don't relist real estate each year, but you should check that your new deed and mailing address are on file. For 2026 tax bills, the county rate is 49.9 cents per $100 of value, and Fayetteville adds 44.95 cents inside city limits. Our property tax guide explains rates by town and the relief programs for older and disabled homeowners and disabled veterans.
